BMOC began business in 1984 providing management services to Fraternity and Sorority communities at the University of Wisconsin-Madison. Many of these organizations remain in the BMOC portfolio and new organizations are added annually.

BMOC Inc. is an IREM-accredited third-party property management company with over 50 years of experience managing student housing, workforce housing, and conventional properties. Led by industry veteran William J. Levy, BMOC brings a hands-on, grassroots approach to property management, creating vibrant, community-focused environments that enhance both resident satisfaction and investor returns.

BMOC and our management team have over 300,000 bed experience in managing privately held student housing investments. President and CEO William J Levy, CPM was the vice president for publicly traded REIT when they built a 50,000 bed portfolio of 5,000 employees.

William J. Levy, CPM

Chief Executive Officer, BMOC Inc.

William J. Levy, CPM, is a nationally recognized real estate and property management leader. With over 50 years of experience overseeing over 495,000 beds and units across the United States, Levy has represented over $10 billion in student and conventional apartment leases. As the founder and CEO of BMOC Inc., established in 1984, Levy leads a national firm specializing in institutional investments and real estate asset management, including student housing, workforce housing, and conventional residential communities throughout the Midwest. Levy’s career spans leadership roles and ownership in several national property management companies, including Campus Advantage and College Park Communities, where he held senior executive positions. His expertise covers a broad range of real estate investments—from high-rise mixed-use developments and student apartments to military housing, commercial properties, and lifestyle-oriented communities providing dining, housekeeping, fitness, and concierge support services. A committed educator and industry advocate, Levy has taught at the University of Wisconsin, served on the School of Real Estate board at the University of Wisconsin–Stout, and instructed for the Institute of Real Estate Management (IREM). In 2004, he became the only individual from the IREM Madison Chapter appointed Regional Vice President, representing over 11.5 million units internationally. He also served for over a decade as President of the Madison Chapter and continues serving on its Board of Directors. In addition to his corporate achievements, Levy has been active in civic and philanthropic efforts. In 2025, he was named Capital Campaign and Foundation/Strategy Advisor for the Black Men Coalition, a Madison-based organization with a growing regional footprint. His public service includes campaigning for the 79th District State Assembly seat and leadership roles in organizations like ApartmentRenting.com and the Madison Area Convention and Visitors Bureau. He also played a pivotal role in preserving the historic Frank Lloyd Wright structures. Levy’s work has earned numerous accolades, including four national IREM awards for marketing and operations manuals and the prestigious national Innovator Award in 2022, where BMOC placed in the top two among the largest property management firms in the country. He also received recognition in the book Successful Property Managers. Under his leadership, BMOC Inc. was honored with the National Innovative Award for excellence in property management and two design awards in Wisconsin. A graduate of the University of South Florida, Levy holds a double major in Marketing and Marketing Education and has earned the Executive CPM certification from IREM. He is widely respected for pioneering student housing and apartment marketing work. His dedication to lifelong learning is exemplified by his creation of Senior Summer School, an initiative enabling senior citizens to attend college classes during the summer months.

CHIEF OF STAFF

Cissy Zhang

Cissy Zhang began her career as an auditor with Ernst & Young in Indianapolis, later moving to PricewaterhouseCoopers in New York City. She went on to work in the Affordable Housing Accounting Department at Hunt Capital Partners in New York City and later at Gymboree Corporation in San Francisco. Cissy holds an undergraduate degree with honors in accounting and management, with a concentration in finance, from Purdue University, West Lafayette, and an MBA from INSEAD, where she studied in France, Singapore, and Abu Dhabi. Following her MBA, she joined Walmart as Merchandising Director, overseeing ladies' apparel in China, eventually becoming the Head of Merchandise Planning for Walmart China’s apparel business. In 2020, Cissy returned to the U.S. and founded her own business, selling private-label products on e-commerce websites while managing her brand's social media presence. Outside of work, Cissy is a dedicated mother and a student pilot who has already soloed. Her diverse background, entrepreneurial spirit, and leadership skills make her a vital asset to BMOC and a future leader within the company.

Steve Ciesielski, ARM®

Steve brings to BMOC, Inc. nearly 15 years of industry experience across various property types (residential, conventional, affordable, care-based, commercial, and student). Steve had led over 50 different system implementations over the course of his career—mostly into Yardi and Entrata. A proud Badger, industry association leader, and family man. Hailey Sobczak, ARM®

Hailey Sobczak is an accomplished property management professional and Wisconsin Realtor with BMOC Inc., where she has built an impressive career from the ground up. Beginning her journey as a leasing agent, Hailey’s commitment and leadership quickly propelled her through roles as a property manager and then Area Manager. After several successful years overseeing multiple properties as an Area Manager, she is now BMOC Inc.'s Regional Director of Operations, where she now manages the full scope of property management operations for BMOC Inc. Hailey holds the Accredited Residential Manager (ARM) designation and was honored as an IREM 30 Under 30 recipient, showcasing her commitment and exceptional contributions to the field. She is also an active member of the IREM Foundation Committee, where she works to further the industry and support its professionals. Based in central Wisconsin, Hailey frequently visits sites across the state, ensuring operational excellence and maintaining a hands-on approach to property management.

DIGITAL MARKETING DIRECTOR

Rachael Warren, ARM®

Rachael recently joined the BMOC Inc team as the Digital Marketing Director in May 2024 after attaining her Bachelor’s degree in Business Administration, majoring in Marketing at the University of Wisconsin-Whitewater. She developed a passion for the real estate industry through past experiences working as a RA in one of our properties, The Element located in Whitewater WI, and through working with Coldwell Banker Real Estate Group as an Office Administrator. These experiences not only provided valuable insight into the real estate industry but also strengthened her skills in graphic design, digital marketing and branding knowledge. Rachael is thrilled to have the opportunity to contribute to the amazing work happening with this team!

Judah Sylvester, ARM®

Judah Sylvester, of Caribbean origin, began his IT career at Fox Valley Technical College (FVTC) and the University of Wisconsin-Stevens Point (UWSP). Throughout his academic journey, he lived at BMOC properties, gaining firsthand experience with the company’s housing services. After graduating with a Bachelor’s degree in Computer Information Systems (Cybersecurity), Judah applied his IT expertise to the very company that housed him during school. As an Operations and IT Associate, he leverages his skills in [key areas, e.g., system optimization, cybersecurity, IT support] to enhance BMOC’s operational efficiency and technological infrastructure. Outside of work, Judah enjoys playing guitar and staying active through regular workouts.

Veronika Lewkowicz, ARM®

Originally from Poland, Veronika graduated with a Bachelor of Arts Degree in Accounting before moving to the U.S. to advance her career. She gained valuable experience managing the accounting aspects of significant construction projects at Optros Property Solutions Corp and working at a CPA firm, where she honed her expertise in accounting software and procedures. Her attention to detail, problem-solving skills, and decision-making abilities have been key to her success. In 2024, Veronika joined BMOC Inc as a Senior Accountant, where she continues to pursue her passion for working with numbers.

Bella Huang

Bella Huang is a highly motivated and self-directed accounting student at the University of Wisconsin-Madison, currently pursuing a Bachelor of Business Administration (BBA) in accounting. Bella joined BMOC in March 2024, where she has been gaining hands-on experience and contributing to various accounting functions within the company. In addition to her academic pursuits, Bella has actively engaged with the community as a certified advanced tax preparer through the Volunteer Income Tax Assistance (VITA) program. With a passion for professional growth, she is committed to expanding her knowledge in accounting and making meaningful contributions to the industry. Bella is excited to continue her journey at BMOC, where she aims to further develop her skills and contribute to the ongoing success of the company.

Jeffrey Cullen

Jeff is an experienced property management professional with 10 years experience in the field. In additon to managing properties, Jeff is also a licensed Realtor in the state of Wisconsin, specializing in multi-unit properties and assisting both buyers and sellers with their real estate needs. Based in Madison, Wisconsin, Jeff has a deep connection to the area and is passionate about the community. For Jeff, property management is not just about overseeing buildings; it's about fostering positive experiences for both property owners and tenants, esuring their needs and expectations are met with care and professionalism.

Adrianna Lubecke

Adrianna is excited to embark on her new career in property management at The Reserve Student Living.
