William J. Levy, CPM
Chief Executive Officer, BMOC Inc.
William J. Levy, CPM®, is a nationally recognized real estate and property management leader with decades of experience in student housing, multifamily operations, institutional investment management, and professional property management education.
​
As Founder and CEO of BMOC Inc., established in 1984, Levy has helped shape the company’s evolution from a student housing and Greek housing management firm into a modern property management platform serving student, workforce, Greek, and conventional multifamily communities.
​
His career includes senior leadership roles with national property management companies and extensive involvement with the Institute of Real Estate Management. As an educator, operator, and industry leader, Levy brings deep experience in leasing, marketing, operations, training, asset management, and organizational leadership.
​
Under his leadership, BMOC continues to build on its foundation of service, accountability, operational excellence, and community impact.
Cissy Zhang, MBA
Chief of Staff, BMOC Inc.
Cissy Zhang serves as Chief of Staff at BMOC Inc., where she works closely with Founder and CEO William J. Levy to drive strategic growth, operational excellence, organizational development, and company-wide execution.
​
Cissy leads cross-functional initiatives across operations, property management, maintenance, marketing, technology, finance, accounting, people development, and leadership systems. She plays a key role in helping BMOC evolve from a founder-led organization into a more scalable, systems-driven, institutional-grade operating platform while preserving the entrepreneurial culture and people-centered values that have defined the company since 1984.

Her background includes public accounting, corporate finance, retail operations, global business strategy, and leadership development. At BMOC, she is especially focused on building high-performing teams, strengthening company culture, improving accountability, and creating long-term value for clients, employees, residents, and the communities BMOC serves.
