BMOC Inc. is an IREM® AMO®-accredited third-party property management company headquartered in Madison, Wisconsin, specializing in student housing, workforce housing, Greek housing, and conventional multifamily properties. Founded in 1984, BMOC began by providing management services to fraternity and sorority communities at the University of Wisconsin–Madison. Many of these organizations remain part of the BMOC portfolio today, alongside a growing portfolio of student and multifamily housing communities throughout Wisconsin. BMOC is currently the only IREM® AMO®-accredited property management firm headquartered in Madison, Wisconsin. The AMO® (Accredited Management Organization) designation reflects rigorous national standards in ethics, financial operations, leadership, and professional property management practices. Led by President and CEO William J. Levy, CPM®, BMOC combines decades of hands-on operational experience with institutional-level leadership expertise. Mr. Levy previously served as Vice President for a publicly traded student housing REIT, where he helped scale a 50,000-bed portfolio supported by more than 5,000 employees. BMOC’s leadership team also brings experience in institutional finance, Big Four accounting, large-scale operations, and complex organizational management environments. Collectively, BMOC leadership has experience overseeing more than 300,000 student housing beds nationwide. Today, BMOC continues to build a modern, growth-oriented property management platform focused on operational excellence, resident satisfaction, occupancy performance, accountability, and long-term client value.

Bill J. Levy, CPM

William J. Levy, CPM, is a nationally recognized real estate and property management leader. With over 50 years of experience overseeing over 495,000 beds and units across the United States, Levy has represented over $10 billion in student and conventional apartment leases. As the founder and CEO of BMOC Inc., established in 1984, Levy leads a national firm specializing in institutional investments and real estate asset management, including student housing, workforce housing, and conventional residential communities throughout the Midwest. Levy’s career spans leadership roles and ownership in several national property management companies, including Campus Advantage and College Park Communities, where he held senior executive positions. His expertise covers a broad range of real estate investments—from high-rise mixed-use developments and student apartments to military housing, commercial properties, and lifestyle-oriented communities providing dining, housekeeping, fitness, and concierge support services. A committed educator and industry advocate, Levy has taught at the University of Wisconsin, served on the School of Real Estate board at the University of Wisconsin–Stout, and instructed for the Institute of Real Estate Management (IREM). In 2004, he became the only individual from the IREM Madison Chapter appointed Regional Vice President, representing over 11.5 million units internationally. He also served for over a decade as President of the Madison Chapter and continues serving on its Board of Directors. In addition to his corporate achievements, Levy has been active in civic and philanthropic efforts. In 2025, he was named Capital Campaign and Foundation/Strategy Advisor for the Black Men Coalition, a Madison-based organization with a growing regional footprint. His public service includes campaigning for the 79th District State Assembly seat and leadership roles in organizations like ApartmentRenting.com and the Madison Area Convention and Visitors Bureau. He also played a pivotal role in preserving the historic Frank Lloyd Wright structures. Levy’s work has earned numerous accolades, including four national IREM awards for marketing and operations manuals and the prestigious national Innovator Award in 2022, where BMOC placed in the top two among the largest property management firms in the country. He also received recognition in the book Successful Property Managers. Under his leadership, BMOC Inc. was honored with the National Innovative Award for excellence in property management and two design awards in Wisconsin. A graduate of the University of South Florida, Levy holds a double major in Marketing and Marketing Education and has earned the Executive CPM certification from IREM. He is widely respected for pioneering student housing and apartment marketing work. His dedication to lifelong learning is exemplified by his creation of Senior Summer School, an initiative enabling senior citizens to attend college classes during the summer months.

Bill J. Levy, CPM
Cissy Zhang serves as Chief of Staff at BMOC Inc., where she works closely with Founder & CEO William J. Levy to drive strategic growth, operational excellence, and organizational development across the company. In her role, Cissy leads cross-functional initiatives spanning operations, property management, maintenance, marketing, technology, finance, and leadership development. She plays a key role in helping evolve BMOC from a founder-led organization into a more scalable, systems-driven, institutional-grade operating platform while preserving the entrepreneurial culture and client-focused values that have defined the company since 1984. Cissy earned her undergraduate degree from Purdue University with honors, majoring in Accounting and Management with a minor in Finance. During her time at Purdue, she also served as a Resident Assistant for two years, where she developed an early passion for leadership, community-building, and student living environments. She began her career in public accounting with Ernst & Young in Indianapolis and later with PricewaterhouseCoopers in New York City, building a strong foundation in accounting, financial reporting, and business operations. She subsequently moved to San Francisco, where she joined Gymboree Corporation, initially working in operational and financial accounting before transitioning into merchandise planning and retail operations. Cissy later earned her MBA from INSEAD, one of the world’s leading international business schools, where she studied across France, Singapore, and Abu Dhabi and further developed her passion for leadership, organizational transformation, and global business strategy. Following INSEAD, she was recruited by Walmart China, where she held leadership roles within the apparel division overseeing large-scale retail operations and merchandising strategy. At BMOC, Cissy is particularly focused on operational systems, accountability, organizational scalability, leadership development, and creating long-term value for clients, employees, and the communities BMOC serves. She is passionate about building high-performing teams, strengthening company culture, and helping position BMOC for its next phase of growth within student housing and real estate operations. Outside of work, Cissy enjoys personal growth, leadership development, travel, and spending time with her son, Maximo.
