William J. Levy, CPM

Chief Executive Officer | BMOC Inc.

William J. Levy, CPM®, is a student housing and property management industry pioneer whose career has spanned more than four decades of ownership, operations, institutional investment management, education, and industry leadership.

As owner and CEO of BMOC, Inc., Levy has built a career at the intersection of entrepreneurial real estate ownership and institutional property management. His experience encompasses student housing, fraternity and sorority housing, conventional multifamily, workforce housing, facilities management, leasing, consulting, and real estate investment.

Levy was an early leader in the evolution of student housing from a locally operated business into a nationally recognized institutional real estate asset class. His career included senior executive leadership with Allen & O'Hara, a predecessor to Education Realty Trust (EdR), which was ultimately acquired by Greystar, and College Park Communities, which became part of GMH Communities Trust and subsequently American Campus Communities, now owned by Blackstone.

During his national career, Levy held senior executive responsibility for major institutional real estate portfolios, including student housing investments for Northwestern Mutual Life, Goldman Sachs and GE Capital. He was also a co-founder and owner of Campus Advantage, which grew into a nationally recognized student housing company and was acquired by Yugo in 2025. Levy earned the prestigious Certified Property Manager (CPM®) designation from the Institute of Real Estate Management early in his career. He went on to serve 10 years as President of the IREM Madison Chapter, as an instructor, course-material contributor, national board participant, and ultimately IREM Regional Vice President. His industry leadership continues today through the National Apartment Association (NAA). In 2026, Levy completed NAA's Advocacy Academy in Washington, D.C. and was selected to serve as a Congressional and Senatorial key contact, representing the rental housing industry's perspective with members of Wisconsin's federal delegation. Today, Levy is leading the next chapter of BMOC's growth, combining more than 40 years of experience with a renewed focus on strategic partnerships, national expansion, student and Greek housing, multifamily management, leasing and lease-up services, facilities management, and specialized real estate assignments. Throughout his career, Levy has remained an owner, operator, educator, entrepreneur, and advocate—bringing the perspective of someone who helped shape the student housing industry while continuing to pursue what comes next.

Cissy Zhang, MBA

Chief of Staff, BMOC Inc.

Cissy Zhang serves as Chief of Staff at BMOC Inc., where she works closely with Founder and CEO William J. Levy to drive strategic growth, operational excellence, organizational development, and company-wide execution.

Cissy leads cross-functional initiatives across operations, property management, maintenance, marketing, technology, finance, accounting, people development, and leadership systems. She plays a key role in helping BMOC evolve from a founder-led organization into a more scalable, systems-driven, institutional-grade operating platform while preserving the entrepreneurial culture and people-centered values that have defined the company since 1984.

Her background includes public accounting, corporate finance, retail operations, global business strategy, and leadership development. At BMOC, she is especially focused on building high-performing teams, strengthening company culture, improving accountability, and creating long-term value for clients, employees, residents, and the communities BMOC serves.

DIRECTOR OF OPERATIONS

Hailey Sobczak, ARM®

Hailey Sobczak is an accomplished property management professional and Wisconsin Realtor with BMOC Inc., where she has built an impressive career from the ground up. Beginning her journey as a leasing agent, Hailey’s commitment and leadership quickly propelled her through roles as a property manager and then Area Manager. After several successful years overseeing multiple properties as an Area Manager, she is now BMOC Inc.'s Regional Director of Operations, where she now manages the full scope of property management operations for BMOC Inc. Hailey holds the Accredited Residential Manager (ARM) designation and was honored as an IREM 30 Under 30 recipient, showcasing her commitment and exceptional contributions to the field. She is also an active member of the IREM Foundation Committee, where she works to further the industry and support its professionals. Based in central Wisconsin, Hailey frequently visits sites across the state, ensuring operational excellence and maintaining a hands-on approach to property management.

ACCOUNTING MANAGER

Veronika Lewkowicz, ARM®

Originally from Poland, Veronika graduated with a Bachelor of Arts Degree in Accounting before moving to the U.S. to advance her career. She gained valuable experience managing the accounting aspects of significant construction projects at Optros Property Solutions Corp and working at a CPA firm, where she honed her expertise in accounting software and procedures. Her attention to detail, problem-solving skills, and decision-making abilities have been key to her success. In 2024, Veronika joined BMOC Inc as a Senior Accountant, where she continues to pursue her passion for working with numbers.

Judah Sylvester, ARM®

Judah Sylvester, of Caribbean origin, began his IT career at Fox Valley Technical College (FVTC) and the University of Wisconsin-Stevens Point (UWSP). Throughout his academic journey, he lived at BMOC properties, gaining firsthand experience with the company’s housing services. After graduating with a Bachelor’s degree in Computer Information Systems (Cybersecurity), Judah applied his IT expertise to the very company that housed him during school. As an Operations and IT Associate, he leverages his skills in [key areas, e.g., system optimization, cybersecurity, IT support] to enhance BMOC’s operational efficiency and technological infrastructure. Outside of work, Judah enjoys playing guitar and staying active through regular workouts.

Roz Murray

Roz joined the BMOC Inc. team in early April 2026. She has a bachelor's degree in marketing and a minor in Spanish from the University of Wisconsin - La Crosse. In her free time, she loves to spend time outside, travel, try new restaurants, and do anything creative.

Truman Hughes

Truman joined the BMOC Inc. team as a Resident Assistant at Vue Campus before stepping into his current role as Property Manager. His background in marketing and social media gives him a creative approach to working with residents and the community. Outside of work, Truman enjoys spending time with friends and family, being outdoors, attending car meets, spending time with his cats, and working on personal and creative projects.
